“I think there has been more heat than light evidenced by those who have attempted to characterize what the amendment offered by Senator Brownback seeks to achieve with the proposed amendment or with legislation that he introduced earlier this year--the so called Silk Road Strategy Act. I call attention to the language of the amendment and what it seeks to achieve support, the bill has even more expansive language in these areas. Let me highlight for my colleagues just a few of these goals: to promote and strengthen independence, sovereignty, democratic government and respect for human rights; to promote tolerance, pluralism, and understanding and counter racism and anti-Semitism; to assist actively in the resolution of regional conflicts and to facilitate the removal of impediments to cross-border commerce; and to help promote market oriented principles and practices. The assistance authorized by this legislation is intended to promote reconciliation, economic development, and broad regional cooperation. Mr. President, I think we would all agree that these are appropriate goals and programs that are worthy of U.S. support.”
