You can ask families all over this country what concerns them the most. And the answer, time and time again, is education--particularly higher education. Families know that there is little as important to their children's lifelong success as achievement in post-secondary education. And families today are worried about higher education. They worry about its cost--which is growing in many instances at outrageous levels. They worry that too many students give up the dream of college long before graduation from high school. And they worry that colleges are not keeping up and educating their children for the next century. These are fundamental concerns and they have been the driving force behind this strong legislation.
