I would indeed be inclined to favorably consider energy education measures that did not detract from LIHEAP's central purpose, which is to help low-income people pay their energy bills. I would also encourage States and energy vendors to support such activities with their own funds. In times of fiscal constraint, it is important that we explore every opportunity to maximize the resources available for providing low-income families with adequate energy.
