I say to them with great respect and affection that while they may win politically today, there are an awful lot of people all across the country who will lose. I have been in Congress 25 years. I have been in conferences, a lot of them. Every now and then, conferences just don't move. The fact is that occasionally things just don't move. There are just too many differences of opinion. That's all there is to it and that is what has happened here. It doesn't make anyone comfortable to have to deal with this issue on the Department of Defense authorization, but we find ourselves in a situation in which it is probably the only chance we are going to have to do something about patient protections this year.
