I pointed out earlier, I have not formed a final opinion on it. I raised the question because this was raised to me by my State. I am concerned--and I didn't expect this, so my colleague from New Mexico doesn't have a definitive answer--that there might be some criteria left open to the States to determine whether or not something classifies as major. It is not his intention to say to some State that he thinks falls into this category unwittingly they may be deprived of these funds because we didn't realize certain subject majors were not required. That is my concern. I reluctantly may have to vote against the amendment, but I am not enthusiastic about doing it because I like the idea behind it. I think it makes a lot of sense. John Silber, the distinguished former president of Boston University, wrote an article the other day, one of the op-ed pieces in one of our national papers that makes the case. We are turning out people really not qualified to be teaching in our classrooms. I am sympathetic to the idea to increase the teacher skills and knowledge base. I want to make sure in doing so, in our enthusiasm for that, we are not doing harmful things along the way. I share the enthusiasm. I share the appetite for it.
