As we begin this debate in this Congress, this is one area on which we ought to find common ground. We will have our differences on other issues but every one of our States, Governors, mayors, and families with children with disabilities are asking us to step up and do what we can for them. As we start out in the year 2003, this modest amendment could make such a difference to people across this country and is something we ought to be able to join forces together on and adopt.
