“I rise to discuss the Health Care and Education Reconciliation Act. Although none of us are ignorant of the historic nature of the health care portion of our work this past week, I wish to take a few moments to talk about the significance of the education portion of the bill. I have great admiration for him, having served as the Secretary of Education and as Governor of Tennessee. He has a wealth of knowledge on the subject matter. I commend him for it. However, we disagree with this particular portion. I rise to express a different point of view about why I believe what we have included in this bill has great value. Obviously, the major attention has been focused on the health aspects of what we are doing. That in itself is a major achievement. The reconciliation portion of this bill before us now strengthens a good bill and makes it even better.”
