I frankly don't see the sovereignty issue as playing a role as an impediment as much as the sheer ability of the cartels...

I wanted to share a few more thoughts about a subject matter that I've obviously been deeply involved in.

We must be consistent on human rights at home and in foreign policy, and we must demonstrate that Latin America matters ...
