“I enjoy the Senator's collegiality and leadership. It is nice to have the distinguished Senator from Idaho as a new Member of the Senate. Let me begin these brief remarks by commending the distinguished chairman of the committee, Senator Gramm, and the ranking Democrat, Senator Sarbanes, for their efforts on this legislation to date. I have been on the Banking Committee, and in fact I sat with my colleague from Maryland. I have been in the Congress 24 years, and I think for almost all 24 years he has been my seatmate--usually depending on where we were, the majority or the minority, to the left or right of me--almost all 24 years on one committee or another, including service in the House, in the Judiciary Committee, and then over these last 18 years in both the Foreign Relations Committee and the Banking Committee.
