I remind my colleague, and I am sure he knows these numbers, this year's budget proposal reduces worker investment programs by $400 million. So here you have 2.8 million jobs being lost in manufacturing. Those people who cannot find work are getting jobs at far less wages and salaries than they had in their previous job. Yet we find when it comes to worker education and investment issues the budget actually reduces the amount we are going to commit to those programs by almost a half a billion dollars. I wonder if my colleague has something to say about that.
