this amendment congratulates Chris Patten, who served as the Governor General of Hong Kong. I think Chris Patten did a remarkable job in Hong Kong. He was the source of a lot of criticism within the People's Republic of China and elsewhere because he spoke up on behalf of democracy in Hong Kong and established the first freely elected assembly in Hong Kong, which we are hopeful will be reinstituted based on commitments that have been made. I thought it might be worthwhile for us as a body here to express our appreciation for the job that Chris Patten did during his tenure as a Governor of Hong Kong. It was a remarkable and historic tenure. Mr. President, we all watched the pomp and circumstance on Monday, June 30, as the clock in Hong Kong ticked toward midnight. At 1 minute before midnight Hong Kong time we witnessed the Union Jack being lowered for the last time, and the unfurling of the People's Republic of China flag in the night sky. That was truly a historic occasion.
