“I begin these brief remarks by commending the chairman of the committee and the ranking Democrat, Senator Lautenberg, for their tremendous effort. It is not easy to put these agreements together, this year in particular. Over the last several months, we have seen a major effort here to come up with a budget agreement that would bring the Federal budget into balance over the next 5 years. I commend them for their efforts. I must say that despite reservations that we all have, I don't know of a single Member of this body who wouldn't have written a different agreement had they been king or queen for a day. So I begin by complimenting my colleagues and endorsing their work with reservations.”
