I commend those involved in this bill. Those of us who oppose this bill think the first order of business is education, and yet we have done nothing about the quality of public education with this legislation. Fifty percent of the benefits of this bill go to private schools, yet 90 percent of the children in America go to a public school. This bill does nothing about class size, nothing about the quantities of teachers in our schools, nothing about trying to improve the safety of our schools in this country. We believe we need to do a far better job on improving the quality of public education. Unfortunately, this education bill does nothing to address those issues. For those reasons, we will oppose this legislation. Mr. President, I yield back the remainder of my time.
