“Mr. President, first, I extend my thanks to Chairman Shelby and Ranking Member Mikulski for putting together a truly bipartisan bill. I am honored to be a member of the Appropriations Committee and honored to support this bipartisan compromise. This was a difficult bill to put together, but they did very good work to make this a product both sides could support. I thank them for allowing me to be a part of that process.
