I say through the Chair to the ranking member of the Judiciary Committee that of course it would make a difference. What the Manchin-Toomey bill has always contemplated is that sales that were advertised would be covered by background checks. There would be limitations on relative-to-relative transactions, but if you are engaged in any sort of commercial business where you are selling a firearm, whether it is at a gun show, gun store, or out of a trunk, you would have to go through a background check before selling a weapon.
