And listen, I would be too, I guess. And this is my guess, I would be, too, if I had spent decades building up a brand of my political party based around fiscal responsibility, and then, in the course of 1 year, in the course of 1 year the party that you tried to portray as the tax and spenders, the fiscal irresponsibles, that party, after having been in control of the Congress for less than a year, for the first time in 12 years does all of the fiscally responsible things that you couldn't do, passes a rule saying that every single bill that comes before this Congress has to be paid for. You can't pass anything on this floor that expands the deficit. First time that's happened since the Republicans took control of this Congress. That was Democrats that did that. Passes a balanced budget in 5 years, that's Democrats doing it. Leading a Congress that is shrinking, rather than expanding, the annual operating deficit of the Federal Government. That's Democrats; that's not Republicans.
