Mr. President, it has been deeply uncomfortable to be in such regular agreement with Senator Lankford on immigration policy. So it feels good to be back disagreeing with him. This amendment is a bad idea for three reasons. One, it shuts down the government if it passes. Second, it is overly broad. What this really amounts to is a ban on individuals from certain country-- countries that tend to be Muslim countries--coming to the United States. But third and most important, it is unnecessary. It is duplicative. The Department of Homeland Security already has the power to deny entry to the country to anyone who is a public safety threat or a national security concern.
