So what is the Speaker talking about and what are many of our colleagues talking about with respect to aid to California? Yes, they are very worried about setting a precedent in which a State doesn't get aid if they are of the opposite party of the party in charge, but they know that they have to be loyal to the basic premise of the President. And so they are talking about conditions; that California is going to have to change its laws to, I would assume, more align itself with Republican priorities in order for it to get money, which would be a perversion of Federal law and precedent and very dangerous.
