The fact is, well, because there's no negotiations happening right now because Republicans are boycotting those negotiations.
We are not living in a democracy. There is no rule of law if you pledge allegiance to the leader and you get immunity.
It will become hard, maybe even impossible, to write a bipartisan budget ever again, because the minority party knows they can get double crossed.
