None of the funds made available by this Act may be used to finalize, implement, or enforce the proposed rule published by the Department of Health and Human Services entitled ``Medicaid Program; Misclassification of Drugs, Program Administration and Program Integrity Updates Under the Medicaid Drug Rebate Program'' (88 Fed.
