As the Arab Spring turns into the Arab summer and fall and winter, and as we continue our withdrawal from Afghanistan and transition our role in Iraq, we are going to be in a position in which we are providing more and more economic aid and political support to very new democratic governments and, frankly, very imperfect democratic governments.
