We have got to unleash those funds, whatever it takes, because otherwise you either got appropriated more dollars, and if you don't, you will have famine, you will have destabilization, which means you have more migration coming out of Afghanistan and you are going to have an extraordinary amount of recruitment by extremist groups for terrorist training activities.
