Mr. President, reserving the right to object, it is my understanding that this substitute would require the Federal Government to go to court in order to stop someone on the terrorist watch list from purchasing a weapon. As a default, we should all agree that if you are on the terrorist watch list, you can't walk out of a gun store with a gun and that it simply shouldn't be incumbent on the Federal Government to go through a court process in order to stop you from doing that. If you shouldn't be on the list, there are ways you can get off the list. But there is absolutely no reason to delay the process of stopping one of these would-be terrorists from getting a gun by requiring a complicated court process every time someone on the terrorist watch list walks into a gun store.
