It`s frankly up to us in Congress to use this moment right now when Democrats control the House and the Senate to reorient the tool kit of an American president to say, listen, we are going to give the state department and USAID tremendous new resources so that when a president decides that he wants to fix the problem somewhere, he doesn`t only have military trainers or arm sales to deploy.
