I am pleased that once again this body has taken up the Congressional Accountability Act as it did twice last year, and I am particularly proud of my colleague from Connecticut [Mr. Shays], who joined with a former Member, Mr. Swett from New Hampshire, and did yeoman service to bring about this reform. As some of us might remember as we read back in history, exempting Congress from various laws began because we thought we would not have the enforcement power that we should have if executive branches had administrative powers over us, so we would not be a coequal branch of government. As you know, we went too far, and the laws did not apply to Congress. This is unacceptable to the public. I think this is excellent legislation. I think it demonstrates the best sense of what we can do together, Members of both parties working together. Once again, may I compliment the gentleman from Connecticut [Mr. Shays]. He has done an excellent job.
