Barbara Kennelly: “I vote for this bill because we have to begin to end the insanity of innocent bystanders being caught in the crossfire…”

On the recordMay 5, 1994
I vote for this bill because we have to begin to end the insanity of innocent bystanders being caught in the crossfire of criminals. I vote for this bill in memory of Marcellina Delgado, shot dead on the way to visit her grandmother in Hartford, CT. I vote for this bill in memory of Samuel Arroyo, shot dead while picking up his pregnant wife at her mother's. I vote for this bill in memory of Jacqueline Booth, shot dead pushing her 1-year-old daughter's stroller in Hartford. These deaths all occurred in the last few months. These people were not drug dealers, they did not belong to gangs. They were just in the wrong place at the wrong time, and a gun was there too. This country cannot sustain itself with this type of insanity going on in the streets.
