“there are several cities in the United States that have chosen to pass legislation, pass laws that, in fact, restrict the ability of their own police forces, in many cases, from sharing information with the now Bureau of Immigration and Customs. That is a violation of the law. It is a violation of the present law. Unfortunately, there are no sanctions for that violation. All this amendment does is to impose such sanctions by saying that no funds made available in this act and under the provisions of specifically the Immigration and Naturalization Service, which has now become the Bureau of Immigration and Customs, can be forwarded to such a city that has, in fact, violated the law. It is as simple as that. There is nothing else to it. It was the original amendment that I made during the discussion earlier. I have changed the language to reflect the concerns of the Parliamentarian and the reason it was ruled out of order. That is the entire scope of the amendment, Mr. Chairman.”
