“In 1979 we had not experienced two of our embassies being blown up by terrorists. In 1979 we had not experienced the World Trade Center being bombed. In 1979 we had not experienced the Murragh Federal building being bombed. That is the difference. Today there is no greater threat to the United States of America. There is no army, no foreign army that is a greater threat to the United States than terrorism. That is the threat today, foreign terrorists and domestic terrorists. That is why this decision, whether it was made for political reasons or personal conscience, I do not care. It does not matter to me what it was. We have talked about what may have motivated the President. It is not significant. It is not relevant. The fact is that he is making this decision at the worst possible time. It is our responsibility in this House to voice a concern about the fact that terrorism does threaten the United States, today more than ever before. The only thing that is a sham and is embarrassing here is opposition to this resolution, because we are in fact in the most severe situation we have ever faced with regard to terrorism.”
