this is a debate on the provision of the Department of Homeland Security. That is what we are supposed to be talking about here, the security of the Nation. The tax obligations of this company are really irrelevant to whether or not this contract provides for the United States of America some greater degree of security. No one has argued, in fact, that it does not. No one has argued that it is not the best company, Accenture in this case, to provide the service we need and the technology behind it. No one has denied the fact that if we do not do this, if we change the rules at this point in time, that in fact now we will have to go back to the drawing board. It will be another couple of years before we can help secure the borders now, the U.S. VISIT program, and implement it. So because this is a national security issue debated in the homeland security bill, I urge that this amendment be defeated.
