I must admit I do not believe that the gentleman is really confused about the purpose of the amendment or the words that are printed here. It is, in fact, quite clear. We have run it around the horn here several times, including with the Parliamentarians. The issue that the gentleman brought up earlier dealing with an expansion of the original law has been dealt with by this new amendment. We are speaking specifically of the Bureau of Immigration and Customs.
