“in 1996, the House passed the Illegal Immigration Reform and Immigration Responsibility Act, a provision of which I have restated in this amendment. It simply says that notwithstanding other provisions of Federal, State, or local law, that a Federal, State, or local government entity or official may not prohibit or in any way restrict any government entity or official from sending to or receiving from the Immigration and Naturalization Service information regarding the citizenship or immigration status, lawful or unlawful, of any individual. That is current law. We passed that in 1996. There was just one tiny problem with it. There are no sanctions, there are no provisions for a penalty if localities, in fact, violate the law. Unfortunately, there are cities in the United States that have disregarded the law. Recently, as a matter of fact, the City of New York rescinded an ordinance that for 20 years had prohibited police officers from not communicating----”
