“It is designed specifically for the purpose of trying to identify those children who are truly in need of the services that we appropriate money for here, and distinguish them from those children who are not, but who are placed into these programs in ever-greater numbers, thereby diluting the pool of resources available to serve children who are truly in need. This is a problem which has been with us since the beginning of this program. It was hoped it would be addressed in the reauthorization. That did not happen. The reauthorization does, in fact, what the gentleman from Rhode Island (Mr. Kennedy) was asking for a minute ago, and that is emphasize early identification, and I am all for that. I do not believe that will change the problem. If children are being misidentified today, they will be misidentified earlier. That is the real problem, misidentification, not the time at which it happens. The problem is with it intrinsically.”
