I believe so strongly that we should be reorganizing our priorities in this particular bill that I feel it is worth the effort to once again bring it to the attention of my colleagues. However, I would also say, Mr. Chairman, that I intend to ask for unanimous consent to withdraw this amendment at the appropriate time. While Congress over the last 5 years under the leadership of the gentleman from Pennsylvania (Mr. Goodling) and the gentleman from Illinois (Mr. Porter) increased the Federal share of IDEA to 12.6 percent, we have much further to go to reach the promised 40 percent. That is why I was so disappointed to see the underlying bill, the bill which we are debating here, includes only a $5.5 billion appropriation for special education grants to State programs, only a $500 million increase over last year's level.
