Rather than encouraging energy development off of our shores, as the President has done with his $2 billion loan guarantee to Brazil to develop their energy sources, if we're going to make those kind of investments, if we're going to look to that type of future, would it not be better for us to develop American energy on American soil to put Americans back to work and create American energy certainty? That day has come. The time is now. This is a good piece of legislation for American security and American jobs.
