Page 79, line 15, strike the period and insert ``; or''. Page 79, after line 15, insert the following: (F) constitutes an express or implied Federal reservation of any water or water rights with respect to the National Recreation area. The Acting CHAIR. Pursuant to House Resolution 656, the gentleman from Colorado (Mr. Tipton) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Colorado.
