I thank the gentleman. When we're talking about protecting Colorado, many of our Democrat colleagues joined the amendment that I put forward, stating that the Secretary wouldn't consider but shall address local concerns. If you understand Colorado water, you can't just take it. It's a priority- based system. You have to actually own that water to be able to develop it. We have a reasonable plan that we're trying to put forward to develop American energy certainty; but our Democratic colleagues, their solution of having ``no, not here, not now, not anywhere'' is not a solution that will work for America. Let's get our people to work. Let's create certainty for America and stand up for the American consumer for a change.
