As Ranking Member McHenry noted, we have 13 million-plus people who are unbanked or are underbanked in the country.

I certainly appreciate the Ranking Member pointing that out. That is actually a result of Federal policy.

I really support the idea of being able to return to regular order in the appropriations process.
