First of all, there were 60 germane amendments as I understand that were not made in order. The ones made in order have very severe time limits on them, and the only thing I wanted to ask the gentleman about his analogy in prior years is I cannot think of any piece of legislation that was preempting all of this jurisdiction from the States in such a radical new direction and that is a very different kind of legislation.
