What we do not want is localities to be able to use the resource scarce rule to protect women from a federally--from a Federal constitutional right, and if they are getting resources from the Federal Government, but then refusing to protect the Federal taxpayers, half of whom are women, and all of them pay exactly the same amount men do, I do not want them to be able to use some other criteria. So that is why I think it very important it be free standing rather than it be modified.
