I think if we go this entirely opposite way so we suddenly start paying people not to farm and not having the means test instead of doing the absolute reverse of it, when consumers figure this out, they are going to think we are absolutely nuts. So certainly if we are going to have a farm program, let us have one that encourages farming, that rewards hard work, that fits with the American concept of what we are supposed to be doing, rather than one that looks more like a welfare program for the biggest landowners such as the Sam Donaldsons, who can decide what they want to do. It makes no difference. They get paid anyway. That makes no sense to me and I do not think it is going to make sense to anybody else who is out doing their grocery shopping and paying their taxes.
