I took the floor last week when we had this debate and said I felt like I was at the Groundhog Day movie. My colleagues know how every morning the alarm went off, the guy gets out of bed, and they run through the same day. But even in the Groundhog Day movie they did not do it 12 times, because they figured the audience could not even take that. And here we are with the 12th time. Now the gentleman from Louisiana says continuing resolutions are not new, we have had those in prior Congresses. He is right; we have. But it seems to me the other side seems to think we have to hit our full 40-years score in one 6-month period. Our colleagues are about to throw as many continuing resolutions up on the scoreboard as it took us to accumulate over 40 years, and I want to say that is not something we were proud of. We tried to have as few as possible. I think the reason is because it is impossible to manage, it is impossible to plan, when we have this lurching, and jerking, and week to week, and will it continue, will it shut down? But the real bottom line is we now have out there school boards all over America trying to decide whether they give teachers pink slips, whether 40,000 teachers are going to get a pink slip, because we are going to slash education at such a low level.
