I think every one of us as we drove home last night were absolutely shaken by what we heard happened in Scotland. I think if you look at the world's newspapers, you will find the entire world was shaken by that. Now, at this moment it appears that was not a terrorist, just somebody who was crazy. But I have got to tell you that every terrorist on the planet had to look at that and think, aha, if you go after children, this is really something. I would say to Members of this Chamber, if you do not do anything else, vote for this amendment on just the basis that we say in here acts of terrorism against children are going to have a much higher penalty. I think that is a very important provision in this. We ought to say after Scotland today, and say it loud and say it clear, that the whole globe ought to reach together to protect its children against any idiot terrorist that might be thinking this is a way to get a nation's attention, because we say yesterday how that brings everyone to their knees.
