And what we have seen is regions that are not doing it. And the regions that can handle it, fine. But it is just like our problems we have had with racial justice. It is like our problems that we have had in other areas, as this country tries to keep saying, ``You get your rights because of your national citizenship.'' And if the states cannot help, then we have a duty to move in. But we do not do it unless it appears the states cannot handle it.
