The reason that it does not matter how anybody votes on this is because this side of the aisle is going to go on and do the real thing. We are really going to take Social Security off the chopping block. Obviously, if Social Security were not on the chopping block, we would not need this resolution at all. And we know that this little piece of paper, this House Concurrent Resolution which is nothing more than what we use to declare National Pickle Day, has exactly the same impetus as National Pickle Day. For those of us who have been around a long time, it took us a long time to get Social Security out of the general budget. We got it out of the general budget in 1991. And this resolution is a concession that this balanced budget amendment puts it back in the whole thing for the deficit. And that is, in other words, you would not need it.
