Well, I mean, you were in the United States Air Force. If you gave out a mandate--I mean, you should put a memo, we have got a copy of the memo 2 years ago that said everybody has got to use this system, and you are saying now people decide whether or not they want to use it. That is under your leadership? You are saying that is the way things work?
