I urge my colleagues to vote ``no'' on the Brooks amendment, which would strip this provision from the NDAA. Mr. McGOVERN. I want to thank the gentleman who just spoke as well. I think we wouldn't be having any of this debate if my friends on the other side of the aisle would have allowed us to vote on a comprehensive immigration reform package last year, the one that the Senate passed in a bipartisan way.
