I think it is more that it is an outdated facility that doesn't have the capability to handle the load that is coming down the pike.

Clearly, the VA is not a construction entity. It is not your core competency.

Are there smaller employers, either one of you, that may very well go under as a result of this mismanagement, in terms of the change order ...
