The legislative clerk read as follows: The Senator from Colorado [Mr. Bennet] proposes an amendment numbered 2907 to amendment No. 2874. The amendment is as follows: (Purpose: To provide additional amounts to the Department of Veterans Affairs to increase the access of veterans to care and improve the physical infrastructure of the Department of Veterans Affairs and to impose a fair share tax on high-income taxpayers) At the appropriate place, insert the following: SEC. ___. ADDITIONAL FUNDING TO INCREASE ACCESS OF VETERANS TO CARE AND IMPROVE PHYSICAL INFRASTRUCTURE OF DEPARTMENT OF VETERANS AFFAIRS. Notwithstanding any other provision of law, with respect to any increase in revenues received in the Treasury as the result of the enactment of section 59A of the Internal Revenue Code of 1986-- (1) $20,000,000,000 shall be made available, without further appropriation, to carry out the purposes described in section 801(b) of the Veterans Access, Choice, and Accountability Act of 2014 (Public Law 113-146; 38 U.S.C. 1701 note); and (2) any remaining amounts shall be used for Federal budget deficit reduction or, if there is no Federal budget deficit, for reducing the Federal debt in such manner as the Secretary of the Treasury considers appropriate.
