there is much to dislike about the process that has brought this conference report before the House, and there certainly are things to dislike in the conference report itself. This is not the best way to do business, and this conference report certainly is not an ideal legislative produce. On the contrary, it is filled with flaws and with provisions that are unnecessary at best. However, with all its flaws, I will vote for the conference report. I will vote for it because we need to make the changes in tax laws needed to end the escalating retaliatory tariffs that are being imposed because our current laws are not in compliance with our international agreements. This is a matter of great urgency and this conference report responds to it. I will vote for it because it includes provisions to encourage American corporations doing business abroad to repatriate their overseas earnings for investment here at home. This has great potential to stimulate investment in new plant and equipment as well as in the research and development that support innovation, job creation, and prosperity. I will vote for it because I think the provisions related to foreign tax credits will increase the competitiveness of America's information- technology companies in global markets.
