If I may answer your question, first, I would like to point out that, I just realized this, up here to my right in the front of the room, in the front of the Chamber, there is a dictionary. Perhaps the gentleman would like to look up the word ``cut.'' Perhaps the gentleman would like to look up the word ``rationalization.'' Because the gentleman knows that there is still an increase of 4.3 percent in this bill, even with this modest amendment. You know what? You can rationalize anything. You can be altruistic with someone else's money. We need to curb spending.
